Saddam C. Bazer

Education Research and Development Practitioner
Dr. Saddam Bazer is a licensed professional teacher and currently serves as an Assistant Professor at the College of Education, University of the Philippines Diliman. He completed his Ph.D. in Education at the School of Education, Shaanxi Normal University (SNNU) in Xi’an, China, as a Chinese Government (CSC) Scholar. He earned his undergraduate degree—Bachelor of Elementary Education, major in English (Cum Laude)—from Mindanao State University – Iligan Institute of Technology (MSU-IIT), Iligan City, Philippines. He also obtained his master’s degree in Educational Technology (with Highest Distinction) from the University of the Philippines Diliman as a UP Presidential Scholar.
Dr. Bazer has developed expertise in educational research and technology, with over a decade of experience collaborating with more than 10 government and intergovernmental organizations. His extensive work includes supporting innovations in mother tongue-based multilingual education, literacy and reading interventions, the development of open educational resources, and the contextualization of education programs and policies to meet the needs of diverse communities.
He has co-designed and implemented numerous programs and interventions that support marginalized children and youth—especially those affected by inequality and discrimination in geographically isolated, disadvantaged, and conflict-affected areas. He has worked with institutions and organizations such as the U.S. Agency for International Development (USAID), Mindanao State University (MSU), the University of the Philippines, the Assessment, Curriculum and Technology Research Center (ACTRC) of the University of Melbourne and the University of the Philippines Diliman, Education Development Center, RTI International, Save the Children, the Philippine Department of Education Central Office (DepEd), and the Ministry of Basic, Higher, and Technical Education (MBHTE) in the Philippines.
His research interests include curriculum development, educational technology, teacher training, literacy, education in emergencies, peace education, and social impact.
