SCIENCE OF LEARNING EVALUATION RUBRIC

This report presents a Science of Learning evaluation rubric designed to assess the extent to which educational technologies align with evidence-based principles of human learning. Drawing on multidisciplinary research and expert consultation within the UNESCO Global Alliance on the Science of Learning for Education, the rubric translates key learning science insights into observable criteria across domains such as active, engaged, meaningful, and socially interactive learning. The rubric expands the Four Pillars of Learning framework (Hirsh-Pasek et al., 2015) by translating its principles into detailed, observable criteria that enable systematic evaluation across a wider range of digital learning technologies and contexts for both young and adult learners.
The rubric provides a structured tool for developers, educators, policymakers, and procurement teams to evaluate and improve digital learning products. By offering a shared language and transparent indicators, the rubric aims to support evidence-informed innovation, quality assurance, and responsible scaling of educational technologies.
